PHILIP A. NORCROSS, ESQ., is the Managing Shareholder and Chief Executive Officer of Parker McCay P.A., a New Jersey law firm based in Mount Laurel, with offices in Hamilton and Camden, NJ. Mr. Norcross focuses his law practice in the area of public finance and transactional law, with an emphasis on municipal, economic development, redevelopment, and other specialized financings. Mr. Norcross is also Chairman of Optimus Partners, LLC, a public affairs advisory firm based in Trenton, New Jersey.

Mr. Norcross serves as Chairman of The Cooper Foundation Board of Trustees. He is a member of the Board of Trustees of The Cooper Health System and a member of the Executive Committee, Finance Committee, and Treasury Subcommittee. He previously served on the Board of Directors as Secretary of the Board and member of the Executive Committee of the United Way of Greater Philadelphia and Southern New Jersey. Mr. Norcross was a founding member of the Board of Trustees of Home Port Alliance for the U.S.S. New Jersey, Inc. Mr. Norcross also served as a member of the Mount Laurel Board of Education and was a founding member and Vice-President of the Mount Laurel Public Education Foundation, Inc.

An active member of the corporate and business community, Mr. Norcross served as a member of the Board of Directors of Sun Bancorp, Inc. (Nasdaq: SNBC) and Sun National Bank from 2012 to 2016. In addition, Mr. Norcross is a former member of the Board of Directors of U.S. Vision, Inc., one of the largest retail optical chains in the United States.

Mr. Norcross is widely recognized by various publications as one of the preeminent attorneys in New Jersey. He was named to SJ Magazine’s Top Attorney List for Business in 2015. NJBIZ has included Mr. Norcross on the Power 100 list every year from 2015 to 2023, and the Power 50 Banking list in 2011. 

The United Way of Greater Philadelphia and Southern New Jersey honored Mr. Norcross and his family with the prestigious 2015 John C. Haas Regional Champion Medal for their commitment to volunteerism and the community. In 2018, Mr. Norcross was recognized, with his family, by the Larc School, a special education school for children with disabilities, for their commitment to the school.

Mr. Norcross is a graduate of Temple University School of Law (JD, 1987) and Rutgers University (BA, summa cum laude, 1984) and is admitted to the practice of law in New Jersey and Pennsylvania.
Born in Camden, New Jersey, Mr. Norcross currently resides in Philadelphia, PA, and Ocean City, NJ, with his wife, Carole. They have two grown children, Nicole and Christopher.
